A Roadmap for Reform: Confronting the Unfair Practice of Registering Children and Young Adults as Sex Offenders

In 2020, the Juvenile Law Center published a profound report entitled Labeled for Life. While the report focuses specifically on juvenile offenders, it also speaks directly to the circumstances young adults, those under the age of 25, face when placed on the sex offender registry. Across the United States, children are being subjected to one of the harshest penalties our legal system can impose: placement on a public sex offender registry. As of 2020, more than 200,000 youth in 39 states had been registered for juvenile adjudications, often for behaviors rooted in adolescence rather than predation. And given the continued expansion of registration laws and reporting requirements, it is almost certain that these numbers have grown even higher in the years since the report’s publication.

These laws vary widely by state, but the impact is uniformly devastating — lifelong stigma, restricted housing and education opportunities, and barriers that follow young people well into adulthood. Labeled for Life examines each state’s approach to youth registration and exposes the profound unfairness of treating children as permanent threats. It also offers a clear roadmap for legislative reform to end this harmful and ineffective practice.
